E-Bikes

Indiana recognizes Class 1, Class 2, and Class 3 electric bicycles. The bicycle must have fully operable pedals, meet the motor and speed limits, and fit one of the statutory class definitions to be treated as a legal e-bike. The City of Westfield does not currently have a e-bike local ordinance, there for applicable Indiana State Law is enforced.

Class 1 E-Bike Pedal-assist only. The motor helps while the rider is pedaling and stops assisting at 20 mph. Open IC 9-13-2-26.6
Class 2 E-Bike May be used to exclusively propel the bicycle, but assistance stops or is unable to provide assistance at 20 mph. Open IC 9-13-2-26.7

Class 3 E-Bike Rules

Class 3 E-Bike Location Reminder: Class 3 e-bikes may only be operated on public roadways and on paths that are adjacent to roadways. Paths, per local ordinance, is any hard surface eight to ten feet in width, which is operated by the City of Westfield that exists within city right-of-way. An example of this would be perimeter paths of neighborhoods that run adjacent to public roadways. They should not be operated on named multi-use trails or other paths unless that location is specifically authorized by state law or local ordinance. Examples of named trails in which Class 3 E-Bikes are not permitted are the Monon Trail, Midland Trace Trail, Grand Junction Trail, Natalie Wheeler Trail, Monon Midland Loop Trail, Grassy Branch Trail, and Cool Creek Trail.
Under 15 Years Old Any juvenile under 15 years old is strictly prohibited from operating a Class 3 e-bike.
Ages 15 to 18 Juveniles between 15 and 18 years old must wear a helmet while operating a Class 3 e-bike.
Officer / Parent Reminder Class 3 e-bikes are not treated the same as Class 1 and Class 2 e-bikes in every location. Check the rider age, helmet use, bike class label, and riding location.

Westfield Golf Carts

Westfield allows golf carts only when the golf cart and operator meet city requirements.

Permit Required Golf carts must be inspected and permitted before operation.
Licensed Driver The operator must have a valid driver’s license.
Insurance Required Privately owned golf carts must have liability insurance.
Equipment Required Required equipment includes headlights, taillights, mirrors, brake lights, turn signals, and other safety equipment.
Important: Westfield’s golf cart rules do not automatically apply to ATVs, UTVs, dirt bikes, E-Dirt Bikes/E-Moto, low-speed vehicles, or other motorized off-road vehicles.

Parent Buying Guide

Before buying an e-bike for a child or teenager, check the vehicle class, motor wattage, top assisted speed, pedals, manufacturer label, and where it will be used. E-dirt bikes and e-moto style bikes are not approved for public operation in Westfield.

E-dirt bike / e-moto public-use rule: These vehicles are not allowed for public operation anywhere in Westfield, including public roads, sidewalks, trails, paths, parks, and neighborhoods. Use should be limited to lawful private property with permission.
Choosing an E-Bike for Use in Westfield

Residents who plan to ride an e-bike on public streets, trails, or other public areas in Westfield should select a bicycle that complies with local regulations. Class 1 and Class 2 e-bikes are generally the easiest types for riders, parents, and law enforcement officers to identify and are permitted for public use where allowed by ordinance.

E-dirt bikes, e-motos, unlocked/off-road mode bikes, non-labeled bikes, or bikes without fully operable pedals are not allowed for public operation in Westfield.

All e-bike users are strongly encouraged to use all recommended safety equipment while on the bike.

Check Motor Wattage Legal e-bikes generally must be 750 watts or less.
Check Top Speed Higher speeds may move the bike outside legal e-bike classifications.
Check for Pedals No usable pedals means it is not a bicycle.
Check Intended Use Off-road models are prohibited on streets, sidewalks, parks, or trails.
Check the Label Look for the manufacturer’s e-bike classification label.
Know the Riding Location Trails, sidewalks, parks, and neighborhood streets have different rules.

Westfield Police Department Enforcement Guidance

The goal of enforcement is simple: keep riders, families, pedestrians, motorists, and neighborhoods safe while helping the public understand where e-bikes and golf carts can legally operate.

Officers may use education, warnings, citations, or impoundment depending on the violation, the risk created, the rider’s age, and whether there are repeat or intentional violations.

The Westfield Police Department is committed to safe and lawful operation of e-bikes and golf carts throughout the city. Riders and parents should understand the applicable Indiana law, Westfield local ordinance, age restrictions, equipment requirements, and permitted operating areas before using these vehicles.

Citations May Be Issued

Violations of applicable Indiana law or Westfield ordinance may result in enforcement action. Common issues may include unlawful roadway use, unsafe operation, equipment violations, operating in a prohibited area, or allowing a minor to operate unlawfully.

Impoundment May Apply

Vehicles may be subject to impoundment when continued operation creates a safety risk, the vehicle is prohibited from the area, the operator cannot lawfully continue, or there are repeat or serious violations.

Education First When Appropriate

When circumstances allow, officers may use education to correct behavior and help families understand the rules. Education does not prevent enforcement when the violation creates danger or shows disregard for the law.
